I skimmed the article, but read a few of the comments below it. The article was too much for me.
The gist of the article is that money is drying up all over, and nobody's loaning, etc.-- the big public transit projects are going to run out of money too.
If the government is going to bail out big financial companies like AIG, etc., then they should also bail out any public transit projects which are in danger of failing.
